IWS conducts a focused assessment of a clearly defined operational concern using the agreed document set, available performance information, and scheduled stakeholder input. The result is a concise, evidence-informed view of current conditions, likely contributing factors, and practical priorities. The engagement is intentionally bounded and does not represent a comprehensive review of the entire operation.
